PayPal Not working – Sandbox

Hi I have set up the PayPal Connect to a sandbox account. When I click the Paypal button I get the a window with the spinning blue circle but it closes after a few seconds and nothing else happens.
I cant seem to find an error log or explanation?
Can you please help me track this error down.

Hi Alan, response is 
No permission for the requested operation","information_link":"https://developer.paypal.com/docs/api/payments/#errors
looks like something with permissions on PayPal settings. Best regards, Nikola
