There really is a bug in custom forms.

For example: if you create and order:

Field 1
(save on form field)
Field 2
(save on form field)
Field 4
(save on form field)
Field 4
(save on form field)

And then save (under money format).

After reloading page, the form fields change position randomly, for example:

Field 2
Field 1
Field 4
Field 3

In the frontend, the given order remains i.e. in the example:

Field 1
Field 2
Field 3
Field 4

The major problem is if you need to add a new field, for example Field 5

In this case, the problem will extend to the frontend generating the form:

Field 2
Field 1
Field 4
Field 3
Field 5
